On their return they stated that the speec s on the marae had not been unfavourable to King Koroki going to Waitangi, but both were disappointed to see so much evidence of drinking among prominent people. I spent the day working on the Maori version of the loyal address. Tuwhakariri -ka Barton was quite satisfied that there would be no further trouble with the anti-Waitangi element, and late that night loft for home. Sundaym, December 20. I was engaged all day with preparing the loyal address and some notes of the Queen's reply. Piri Poutapu and Rangitaua Tapara were with me when a telephone message was received from the Prime Minister's office in Wellington saying that dr. Holland wished to see me next morning at hPrankton Railway Station. My visitors, who stayed for three hours, made statements to the effect that there had been no change in the attitude of the antiWaitangis, as Tuwhakaririka had reported, and reiterated a good many of the arguments that had taken place previously. It rather upset me to find that these two were still so antagonistic, and quite un-cooperative. I had tried to eliminate discussion by pleading that I had very little time left to complete the address and reply. But it had no effect, and much valaable time was lost. Our talk ended only when I announced the message received from the Prime Minister's Office. Monday, December 21. At 6. 50 p m I met Mr. Holland as arranged at Frankton Railway Station. He was eating on the opposite side of the platform, and I was escorted to him by his private secretary, Mr. Sleight. We moved off down the empty platform in order to discuss the Prime Minister's message to me. Mr. Holland began by saying that thaxxIxttx during the visit of King Koroki to Waitengl. it was most important that, on the day of the Queen's visit, he should be presented to her Majesty. The idea of him remaining in the midst of the people, and not meeting the Queen, would creak a most unfavourable impression. It would be difficult to convice many people that, because King Koroki had gone to Waitangi to take the harimate of Te Puea, he could not be presented tg the lueen. After all, to the general public the takinL of 'e Puea s death would only be an ostensible reason for his presence at Waitangi. I made no comment. He then went on to refer Turangawaewae, and said that ma on account of the situation which had now arisen he, as Prime Minister, wished to assure that the visit would. take place, but it would be necessary for King Koroki to change his plans for the Queen's day at Waitangi in the direction he had already indicated. In answer I said that in the first place King Koroki would require me to be in attendance upon him as his command of the English language was too meagre for such an occasion. Mr Holland said that would be arranged: he would see to it personally. He also said that he himself would take particular care of King Koroki during the whole of the proceedings, and see that he was put at ease. Mr Holland said. he knee, enough of King Koroki to appreciate what was required. I then told him that in view of the decision to arrange for the Queen to visit Turangawaewae, Ixwas prepared to place the matter before King Koroki and arrange, if possible, for him to meet the Prime Minister's wishes at Waitangi. We discussed all aspects of the Queen's visit as concerned the "aori people, but more particularly the visit of Koroki and his presentation to the Queen, at Waitangi, also details of the programme for Turangawaewae, I went over the complete time -table, corimecing witl the detour from the main Auckland-Hamilton road, describing the nature of the proceedings on the courtyard in from of Mahinarangi House, then the departure and continuation of the Royal journey where the exit road from the pa rejoins the main road at the Waikato bridge en route to Hamilton. I also described the nature of the work done by the Turangawaewae people in preparation for the Royal visit, mentioning among other matters that they had clearedone mile of the river bank in order to give an unobstrubbted view of the canoes which are to enact the final item for the 30th ( Te Winika war canoe, and three smaller escort canoes.) I assured Kr Holland that the seven minutes requested would be strictly adhered to, with the events already set out as part of the proceedings. I asked him whether it had been considered to arrange for a longer period than the seven minutes as it would be necessary for us to have some item ready for gap in the proceedings. Fe said;No - as it was the seven minutes would have to be taken out of some other function on the same day already arranged for. One matter that was giving the Government concern, he said, was that there had been invitations from other maraes, and he mentioned specifically Manukorihi, Otaki, Gisborne, and the South Island. The Govermment feared that if the Turangawaewae visit was granted, strong pressure would be brought upon him by the peoples of those other maraes. I informed him that, in regard to the whole of the West Coast tribes, the member for Western '"aori ( Mrs Iriaka Retana) had assured me if the visit to Turangawaewae eventuated, all the tribes would be well satisfied, and there would be no such applications. I asked her to inform Hr Corbett accordingly, and I know that she did so. with regard to Gisborne I pointed out that the East Coast people would be at Rotorua, and, as the Queen was flying to Gisborne, it would be impossible for those gest Coast people to return and be ready on their marae for the Queen. Mr. Holland replied if the announcement was made too soon, it was quite possible that they would not come to Rotorua, but would remain at gisborne and bring pressure on the Government to arrange for the Que, to visit them. The Prime Minister finally gave me the definite assurance that the visit to Turangawaewae would be arranged, and the seven minutes programme would be adopted. The programme will provide for King Koroki to be on the marae as originally planned, and the waikat2 pngts would be handed over as d'sired by the Waikato people, "e also requested me to state in writing, on my return to Ngaruawahia, the substance of the conversations I had had with him, and add anything additional that might arise pertaining to King Koroki. During the day I was occupied in checking proofs of the official programme, and completing the translation into English of the loyal address to the Queen. The printers told me that they would need me here until Thursday. In the evening I was present at a rehearsal at the Maori Community Centre by local performers who will assist in the welcome to the Queen to-morrow. One came away with the feeling that sympathy of the local 'aoris was definitely on the side of Waikato in the recent impasse with the Government, and much satisfaction was expressed that Waikato had been successful in securing the Queen's visit to Turangawaewae. </pre>

Prior to leaving for Frankton I called at Turongo House to acquant King Koroki with my journey, and on my return he was having breakfast, and I joined him. After breakfast I said to him that I wished to discuss the discussion with the Prime Minister,riand suggested that this should take place in his bedroom, where his wife Te Ata, who was ill, was lying. He agreed and moved off towards the bedroom, end I then invited Piri Poutapu and Rangitaua to follow me. I traversed in detail the whol of my discussion with Mr. Holland, and ended by saying that I had already mad, arrangements for the printing of programme, loyal address, and reply, to be done by an Auckland printing firm, and that it was necessary for me to leave as soon as possible as there were only two days available for this work before the holidays. Poutapu spoke after me, and gave expression to doubts in his mind about the visit to Waitangi, and indicated that in his opinion King Koroki should remain at Turangawaewae. Rangitaua followed and spoke in a similar strain. I replied to both of them, and pointed out that what they had said, had already been discussed and the whole situation with regard to the visit to Waitangi had been fully discussed and that any other suggestion or proposal could not be entertained as there would no proper explanation or reasonnthat could be offered tor non-attendance of King Koroki at Waitangi. After my sunning up of the situation there was no replyvffrom the two previous speakers. King Koroki then spoke and stated in no uncertain manner the time for retracing the events of the past was over, and that the question to be settled was the visit to Waitangi, and the meeting with the Queen there, in defference to the Prime Minister's wishes, as a preliminary to the visit of the Queen to Turangawaewae. Among other points he mentioned was his desire that I should arrange w ith the Prime Minister for Tumokai Katipa, the husband of Te Puea, or as he put it the customary manner of our people "the body that was in intimate contact with that of his (King Koroki' s) aunt, should accompany us when he was presented to the Queen at Waitangi. He then said that it was time for me to leave for Auckland to attend to the work that I had in hand. I proceeded to Turangawaewae farm, and in a formal manner related the happenings of the morning to Tumokai and his household. Tumokai was very touched by the consideration Koroki had shown him. Eric Ramsden and I then completed arrangements for our trip for Auckland, and left about 9. 30 a m. On arrival in Auckland I went at once to the printing works, and arranged for the printing of the official programme and the Queen's reply in connection with the visit to Turangawaewae, the drafts for which were ready. I then dealt with the translation of the draft for the address of loyalty by King Koroki and the Tainui tribes. This work occupied my time all day. After the evening meal I went to the Grand Hotel as srranged, and had a discussion with Mr Sleight. The latter said that the Prime Minister was with the GovernorPeneral. The nature of my conversation with Mr Sleight is covered by my letter of my 21 to Holland. Tuesday, 'ecember 22, I was engaged to-day in correcting proofs, and the English version of the loyal addres with the help of Eric Ramadan. He also referred to the Treaty of Waitangi under which the great great grandmother of Her Majesty the Queen had agreed to give equal privileges to the Maori people, the same as enjoyed by the pakeha. The Maori people valued the promises made very much and felt that as the descendants of those to whom the promises had been made that they should have the opportunity of greeting their Queen on their sacred marae at Ngeruewahia. They wished to bestow on her all the traditional welcome and show their love for her. Even if the Queen was only to stop for one minute it would be an occasion of the greatest gratification to the Maori people, particularly Waikato, as it would give them the opportunity of welcoming her in the traditional way of their people. Today they came sincerely hoping that the olive branch of peace will be handed out by the Government and it was their sincere desire that they would be given that opportunity and at the same time preserve the dignity which rightly belongs to the Queen. They regarded the Queen as a woman of the very highest rank and it was only rigkt that any welcome to her should be conducted in a fit and proper manner as befitted a person of such exalted rank. They hoped therefore that the Government would give them the opportunity of paying their homage to the ,een in the way that is proper to the Maori mind. He concluded with greetings to the Government. However the older Maori placed great importance on such a matter. In former days that place had bden the stronghold of his family who were renowed for their great fighting qualities, and although the land was confisoated he had said that it was to be his footstool. In former days Turangawaewae had been the stronghold of hie family and Princess Te Puea spent the longest period of her life making it the place it is today. Mr. Jones mentioned that King Koroki had endeavoured to get the whole of the elders together to discuss the Prime Minister's letter but when he (Mr. Jones) arrived, there were only five present. He explained everything to them and aleo the many difficulties that would have to be overcome regarding traffic control etc. However the elders present decided they could not discuss it until they were all present at a full meeting. Mr. Jones referred to the fact that Mr. Barton had overlooked mentioning that he (Mr. Barton) was one of the twelve elders and the Secretary of the Council of Elders. He also referred to the fact that the two elder members of the present delegation resided in Taumarunui. Taumarnnui was the meeting place of three canoe areas - Tainul, Te Arawa nd Aotea and the people of that district carried the blood of those canoe areas. Mr. Barton was the only member of the delegation who was a member of the Council of Elders. Mr. Jones said he had had discussions with Koroki, his wife Te Atairangikahu and later in the evening Koroki had celled in his daughter Piki Koroki. He wished to stress that Koroki was very mindful of his duty to the elders and the tribe and he was also very anxious to be at Rotorua with the other tribal representativesOhnd also to meet the Prime Minister' wishes. Koroki's wife Te ata was a niece of the late Te Puea Nerangi and played quite a part in the life of her people. She and Koroki are second cousins. After discussions which lasted two days, Koroki finally indicated and gave him permission to say that he (Koroki) would be prepared to make some very important decisions before the 15th. and he hoped they would help towards arriving at a solution of the problem and to the fulfillment of the various aspects as expressed and enumerated in the Prime Minister's letter of the 27th. November. The decisions concern King Koroki himself, his own family and those related to him. Briefly these decisions are:- As an alternative to the proposed programme forwarded with hie (Mr. Jones) letter of the 7th. November he submitted the following:- 1. Instead of King Koroki meeting the Queen at Turangawaewae he will defer to the Prime Minister's wishes and proceed to Rotorua and there make the Waikato pngts to Her Majestyl His daughter Piki Koroki will take his place on the Turangawaewae marae and present the Queen with a bouquet. Koroki will merge with his people for the occasion and will not meet the Queen at Turangawaewae. Mr. Jones also referred to am item which was overlooked in the proposed programme - the Waikato sentinel Call which would be :iven from the watch tower ovar Lhe cnt,nce to Turangawaewae es the Royal party mass into view from the main highway. The call would not therefore add to the time as it would take place as Her Majesty was a-proaching the marae. 2. The second suggestion was put forward with some diffidence firstly, because it would strike a note of sadness and secondly the nature of the brief call at Turangawaewae would eliminate three of the tem. ("The Ancient Invocation". "Waikato's Jong of Love" aid the Canoe song "All goes well 0 Queen". The proposal was that Per Lajesty might visit Turangawaewae and place a wreath before the bust of the late Princess Te Puea which would be brought out on to the marae. Her Majesty would then pass on her way. He knew that King Koroki had already declined the invitation to go to Waitangi on account of the present impasse. TH MINSTER referred to the fact that Koroki was a member of the Waitangi Trust Board and as such had every right to be present there and meet the Queen. MR, JONA said the wish dear to the hearts of the Waikato people was that their Queen should set foot on Turangawaewae. Even, if there was no-one else to be there - all they wanted was that she should set foot there. The point orineceasary ingredient in the problem regarding King Koroki's presen6e at Rotorua, ae ne should emphasise again, was the setting foot of Her Majesty on Turangawaewae marae. TEE MINIJTaR thanked Mr. Jones and the other speakers and assured them that he well knew how the matter was of such importance to them and a thing that was very close to the hearts of the Waikato people. The matter of the Royal Tour wee not one that came under him although there were matters which had been put on his plate. He understood the Maori people well enough to need no stressing of the fact that it would give tremendous satisfaction to have the Queen grace their marae. Anyone of the Maori tribes would be the same, north, south east or west. He referred to the Taranaki people and the great pleasure it would give them if the Queen were to step on to Manukorihi marae. He said it was the express wish of the Queen that she visit Rotorua. He understood it was on account of what her father had told her and also the fact that it was a central place. For that reason it was decided to hold the main Maori reception there. He understood how the people felt. However he assured the deputation that before he left on his tour of the Urewera he would take personally the case presented by the deputation to the Prime Minister who would have to decide just how far he could see hie way clear to give the desire of the Waikato people concrete performance. He pointed out that the visit was rather late in the day as the Royal Tour programme had already been printed and a book had also been issued giving details of the various places to be visited. The Minister said he wished to get the paints quite clear - 1. That Her Majesty call at Turangawaewae on her way south, and following that, Koroki would go to Rotorua. 2. As a further point of consideration - a visit to Waitangi when Koroki, as a member of the Waitangi Trust Board would be presented to Her Majesty and then perhaps Her Majesty would reverse the position and make a short call at Turang aaaaa as. These papers - there is a good deal more - will I think give a good picture of the Brief Call at Turangawaewae by Her Majesty the Queen and His Royal Highness the Duke of Edihburgh. I was very pleased, indeed, to learn from our beloved and moat energetic Padre , Wi Huata , that Your Lordship is a very keen student of the Waikato Maori People and their Problems. The present impasse should I think have a code name. In World Affairs we already have"The Iron and Bamboo Mil= Curtains". I have coined the name , "The Rose and Toetoe (or Reed) Curtains" for the present Waikato problem. I fervently pray "The Rose and Toetoe (or Reed) Curtains" will yet be gently drawn aside by the Hand of a very Gracious Royal Lady. Or may the spirit of chivalry of Sir Francis Drake and Sir Walter Raleigh and their merry men enter into the could of people in high places in our land. What could be more fitting to mark the advent of a Second Elizabethan Age ?
