Under the Timber Production Advisory Committee Regulations (1949) the Chaizwan accepted Mr. Gilbert's request that Mr. Coady deputise for him. 3. Moved by Mr. Carter seconded Mr. Currie that the minutes of the previous meeting be confirmed. Carried.  4. Moved by Mr. aokes seconded Fr. Pollard that the balance sheets for financial years ending 31 March 1963 to 1970 be accepted. Carried. In an opening address the Chairman stated that Agenda item 4, the proposal by the Director-General of Forests as to the disposal of the Timber Housing Pool funds, was the main reason that the meeting had been called. The fund, amounting to some 300,000, vmr, lying idle and was not earning interest. lie shared members' concern that the funds should be invested and the interest used for some gainful purpose. 2  the Vice Chancellor asked for the following grdnts. (a) The school requires two items of equipment in the Forest Products laboratory as there is emphasis in the course on utilization. Already ordered won an i,isler 6000 Kg wood testing machine, a laboratory pulp digester, a pulp refiner and wood working machines. To complete this complex the School would like to purchase a laboratory kiln and a pressure preservation cylinder for multi-salts treatment. The cost of these items would amount to 67,000. A discussion on this request followed and it was resolved that the Committee recommend to the Ministers of Finance and Forests that they approve a grant of 7,000 from the Timber Workers Housing Pool Account to meet the cost of a laboratory kiln and a pressure preservation cylinder for the School of Forestry. (b) The School proposed to programme three practical courses for under-graduates. One would be held in the Kaingaroa-Kinleith area, one in the mountains in North Canterbury and one at Harihari, hest Coast. Accommodation was assured in the first two areas but a field station would be required for the Harihari area. The Vice Chancellor requested a grant of 620,000 towards the cost of building the station. A very full discussion followed. Mr. Pollard (. Timber Merchants' Federation) said his organisation did not support the request as they considered that the present unused Forest Service buildings at Heefton would be eminently suitable to the University's requirements. Professor McKelvey was then called into the meeting to answer members' questions. Mr. Pollard said the merchants' objection to the grant w,s the low yearly occupancy of the buildings. Professor McKelvey said he wool,. agree entirely with this contention but this would be only during the infancy or first year of the School of Forestry's existence. He said that other faculties would use the building and au his present students graduated, post graduate study and research projects would ensure a much higher usage of the station. Answering Mr. Logie as to the possibilities of the timber industry using the buildings for courses (. National Safety) when not in use the Professor said he personnally could see little objection to this proposal but he could not commit his University Council. He added that the Council, if it agreed, would want to retain control of the buildings. Mr. Pollard said in view of the Professor's answers his organisation would withdraw its objection to the grant providing an assurance was received from the Vice Chancellor that the station could be used for timber industry courses whilst not in use by the University faculties. It was moved by Mr. Hamilton seconded by Mr. Carter that the Committee recommend to the Ministers of Finance and rests that they approve a grant of 120,000 from the Timber Workers Housing Pool account as part of the cost of a field station at Harihari for the School of Forestry of the University of Canterbury provided the University authorities give an assurance that the

Carried Item 2: Application for Grant by the Tongariro Maori Timber Incorporation. As this application had only been received by the Secretary the day before the meeting and members had not had the opportunity to consider it, the Chairman read out the application to the meeting. The Chairman explained the whole position of Maori land in the Taupo area and said that the Reserves Committee had not finalised their proposals and until such time as it did, Maori owners could not be penalized in any way. However, he thought the problem outlined in the application for the grant was more a matter for his as the Minister of Maori :.ffairs and he suggested that Mr. Jones write to him in this capacity. Other members expressed the view that they were sympathetic to the request but if the Committee supported it a precedent would be set. Moved by Mr. Hamilton seconded Mr. Currie that the application be declined. Carried Item 3, La/221,12n that a sum should be set aside for emergency measures. Mr. Carter suggested that an amount of 50,000 be set aside to pay for crash programmes in the event of an emergency requiring immediate investigation of tree crop disease. He instanced the discovery in exotic forests of Dothistroma pini and recently discovered Llicapalus ferus in Tauranga. The suggestion was fully discussed but it was finally agreed that in the event of a tike emergency Government would probably provide funds to initiate investigations and remedial action. Once under way other sources of finance would become available. Several members also thought that it would be a pity to reduce the capital available if item 4 was agreed to as the interest on the investment would be little enough to support the Timber Industry Training Centre proposals. Mr. Carter withdrew his suggestion but asked the Chairman to convene a meeting between forest Service and the timber industry to discuss other sources of finance for emergency purposes. The Chairman agreed to do this. Item 4: Forest Service Proposal that remaining funds be transferred ------ to the Timber Industry Training Centre. The proposal had been circulated to members before the meeting and the Secretary handed out papers setting out the

Individual members spoke well of the Centre's achievements to date and conceded that assured finance for the Centre was essential. Moved Mr. Currie seconded Mr. Carter that the Committee recommend to the Ministers of Finance and Forests that the balance of the Timber Norkers' Housing Pool account after allowing for a grant of 27,000 to the School of Forestry be retained for use of the . Future expenditure from these funds be approved by the Minister of Forests on the recommendation of the Director-General of Forests who will be advised on such matters by the . Advisory Committee. Treasury to advise and direct the Forest Service on the administration and investment of these funds. Carried  112E21 Membership of the Timber Industry Training Centre Committee. Mr. Currie suggested that the . Advisory Committee Regulations (1966) be amended to include a representative of the Forest Owners' Association. The Chairman thought a Maori representative would be beneficial. Messrs. Hamilton and Carter thought the inclusion of both a forest owner and Maori representative on the Committee well worthwhile. Moved by Mr. Hamilton seconded Mr. Carter that The Committee recommend to the Minister of Forests that he amend the Timber Industry Training Centre Advisory Committee Regulations (1966) to provide for a member of the Forest Service Owners' Association and a member of the Maor' people on that Committee. Carried Item 6: Future of the Timber Production Advisory Committee.  The Chairman said that the Committee had now served its purpose and had in fact been replaced by the Forestry Development Council and the Council of the Timber Industry. Mr. Carter agreed with the Chairman. Moved Ms. Hamilton seconded Mr. Carter that ( a ) The Committee recommend to the Minister of Forests that he revoke the Timber Production Advisory Committee Regulations (1949) as the Committee had now served its purpose. 21: The Chairman thanked all members for their services on the Committee and said from what he knew of its work there was no doubt it had been a good one. MEVORANDUM for: The Commissioner of Crown Lands, Department of Lands and Survey, Sox 2211, AUCKLAND.  re: TIHOI SUB-DIVISIONS Acting on instructions received in your memorandum of the 7th January, I have to report that I inspected the various areas as shown on plan No. 10304 and submit herewith report and valuation: SE88E2A: Total Brea-7,235 acres open country - The country is undulating to hilly carrying tussock to fern and light manuka, soil pumice to pumicious loam. Reasonably well watered by various streams. Altitude approximately 1300 ft., to 1800 ft., and faces South. Southerly aspect especially facing large expanse of water in Lake Taupo together with high altitude does not make the area an attractive one from a development point of view. It is also somewhat broken to hilly. The only area worth considering in thia Block is the Lake shore, but here again it is not attractive owing to pumice cliff feces retarding access to beach except at points of dry gullies end creeks. The terrace above will, in time to come, possibly be sort after, but today had little value. No access except by water. No evidence of past occupation. 'Valuation: 7200 acs. (V 7/6. 42700. 35 8. at ?175-T0TA2875. SEC. 388528: 5301 Acs. open country- Description similar to 39882A. The area has southerly aspect generally and gets morn broken with steep gorge feces on Waihoro creek which cuts through the area. Lake frontage is also steep with stony faces preventing access with the exception of approximately 8 to 10 acres at the mouth of the Waihoro steam. A sandy beach is located at this point, and is one of the few landings on this part of the Lake. Excellent fishing is obtained at this point and this is an area which should he retained for the public of the country. The Maihoro steam has altered its course since the rising of the Lake; and runs more along the Eastern Boundary of 35891. Signs of Native occupation in way of old orchard exist at the foot of the rock face on the Eastern Boundary of 38881, but I considered they are on that area. I was, however, unable to locate any pegs to verify the position. No access except by water. Valuation: 5295 sea. 0 7/6d. v985. 9 acs.(V ?50. 450. Tursi,s2h35. SEC. 39883: 9709 Ace. Description similar, but country generally gets easier. Swamp arms gradually forming into creeks, waters the area reasonably well. Inclined to face more Northward. Although altitude high, with shelter belts, could be developed hutcountry requires liberal manure. No signs of Native Occupation. .cess would be easily obtainable owing to existing road into mills running parallel to North Eastern Boundary. Valuation: 9700 acs. B 15/-. TOTAL: 17280.

Open country. Open tussock to fern 8,1 menuka country generally somewhat easier on the Norther Eastern Boundary art adjacent to the Road, although steeper towards the North Eastern lines. Steen river faces somewhat retard free ficess over Block. Lies more to the North and the easier portions are suitable for development some distant date, with liberal manure. Signs of Native occupation exist at points marked Red X, where two short fences exist. At the point marked Red X Carved totara cross is on elevated flat, while at point marked red 0 Vetting House, grave and pine trees exist. An old tract winds down from bush edge, but access can be obtained from the point on road to mill marked Blue K as stream is easily forded at a point marked Blue X  Valuation: Larl V13;OnnVO'l Ig7e5;el'OTATZgOre at Proposed location or Interests: I can only recommend that the Natives interests be granted by amalgamating their interests in an area adjoining the Native Lend shown es 31'38135A. That portion of 3B886 to which road access already exists comprising of 1400 acres approximately could be considered, the boundary of which could be extended to include meeting house and other old Native occupation until their interests were satisfied or that portion of 3B8B2B adjoining Waihahe Native Blocks, but in this case no accese exists. There are several points which will affect the Crown and they are:- :'firstly, in ,y opinion we should hold in the interests of the public generally that small beach landing and flat approximately 9 acres at any cost. This is marked in Red on Section 3B8A211. Secondly, Terrace on pumice cliff in 3B8B2A should be watched Up to say 5 to 10 chain hack. Access to beach is poor end areas to-day hove little value but in time to come may, with improved access, be sort a&quot;ter. The land is situate in the iuokland Land District, Waiariki Maori Land Court District, in Hurakia and Marotiri Survey Districts.  2. IN the years prior to 1920 the Crown endeavoured to purchase these lands by resolution of the &quot;assembled owners&quot; but the woners as a body refused to sell at the price offered by the Crown. TA1JUARUNUI. 10 Aug 1950 Dear Sir, TIHOI PURCHASES Referring to your letter of tar 3rd July, I should like to make it clear that my decision that no further action should be taken in this matter was not 'used on any view of my predecessor, but was reached independently as a result of my own examination of the whale history of the purchases. Although you have compared the 1946 values with these at the time of the last purchases in 1929, to he quite fair I think the comparison should be made with the time when the bulk of the interests were purchased; that is, between the years 1921- 1923 when 8 of the shares in the timber blocks were acquired. The only real guide to values of bush areas at that time is the sale price of land in the same locality. In this case there are figures available in respect of a neighbouring block, Tihoi 3H 8A, containing 2610 acres of bush and 1549 acres of open country. This was purchased from the Maori owners in 1919 for ?1050, a special valuation at the time showing a capital value of 1046, or approximately 5/\_ per acre. Inthe same year the purchaser, Ferens, transferred the land to one Wells for ?1100 and In 1935 Wells sold to W,Burgess for E174.11 - a little over 8/- per acre. The price paid by the Crown of ?1 per acre for bush lands and 6/- per acre for open lance compares more than favourably with the prices paid by private pure,asers in that case. From a perusal of the records it appears that the Lands Department made a conscientious effort to arrive at fair valuation before negotiating for the purchase. The Government valuation was 5/- per acre and in 1920 the Valuer\_ Generaladvised that there had been no substantial increase in value since the date of that valuation, namely 1916. A special valuation, however, had been made earlier and showed the bush areas at 10/- to 15/- per acre rnd the open lard at 5/- per acre. The Lands Department then arranged for one of its field officers to inspect the land and he considered that the hush country was worth ?1 per acre and the open country 6/\_ per acre. As you know, that was the price finally paid for the shares purchased by the Crown. As an indication of the low value placed on bush country at the time, I rim informed that bust-clad seas in the King Country were sold by the Crown in 1921 at prices

I find that my predecessor in office wasnot prepared to include the above petition in the Maori Purposes 3111 and further he did agree that it shoulu be included amongst the matters submitted to the Royal Commission. I have perused the papers carefully and I agree that the claim is not one which should properly be referred to a tribunal, nor would I feel Justified in recommending the Government to take any further action. In the circumstances, while there is nothing to prevent a further petition to Parliament, I feel it proper to point out that I could not offer any prospect of the claim succeeding. Box 7P, TAUMARUOUI. 24th March, 1950 The Hon the Minister of Maori Affairs, Parliament Buildings, WELLINGTON , Sir, re: Petition 31/1949  Hepina Teri 63 others Tihoi 38 885 and other blocks  I Am acting for the Petitioners in this case the chief petitioner, Hepina Teri, is my wife ? and I shall be very grateful if you will look into this matter and advise, me when and how the Government proposes to deal with the recommendation of the Maori Affairs Committee of the 2Rth September last, We had hoped that the matter would have been referred to the Commission recently set Up under Sir Michael Myers as was , I understand, contemplated by the late Government. The intervention of the General Election appears to have resulted in this matter being held over; and I am very concerned that the petitioners should he spared the expense of presenting another petition ns the people concerned are scattered and It would be an expensive matter to secure the signatures to it.
