| 152 | A. LEASE PROPOSAL. EVALUATIONS Three proposals have been submitted for the long term lease and afforestation of the Whangamata Block. The proposers are The Fletcher Timber Company Ltd 2 P. F. Olsen and Company Ltd In partnership with Mr. A. P. Thomson 3 Mr. Burnside The three proposals follow a similar pattern in that they offer the lessors a percentage of the final crop stumpage and an annual rental (except P. F. Olsen in all subsequent rotations after the first) which is to be deducted from the stumpage at the time of sale. Financial Evaluation of Proposals Each proposal offered varying amounts of annual rental and percentage of stumpage, also in one case a different expected time of harvesting. To evaluate the proposals it was decided to reduce the minimum amounts offered to a present value, e. the Present Value of a Future Sumsin one proposal (Olsen and Thomson) and the Present Value of an Annuity in two proposals (Fletchcrs and Burnside). The table shows the difference between the three proposals at varying rates of interest. The proposal of P. F. Olsen ft Company Ltd with A. P. Thomson, offers a minimal annual rental, for the first rotation only and they expect this rental to be compounded at 8. The other two proposals offer a greater annual rental for all rotations and the Fletcher Timber Company Ltd want this rental to be compounded at the ruling current bank interest rate for each year during the lease period, whereas Mr. Burnside will accept his annual rental to be compounded at 6. Bank interest rates cannot be predicted, but they are most unlikely to be beneath 6 as an average for the next 75 years, thereby giving Mr. Burnside an additional (apart from the Present Values shown in Appendix I) advantage over the other proposers.

| 276 | RECOMMENDATION 5 i That negotiations be entered into with Mr. W. J. Burnside for the purpose of finalising a long term lease arrangement along the lines of his written and verbal offer. It will be necessary to have some assurance that Mr. Burnside can financially support the proposal and carry it through to conclusion. The other two proposers should be advised that negotiations have commenced with a proposer who was able to make a more attractive offer. Additional information concerning their offers have been considered and are on file. The following points need to be clarified in writing with Mr. Burnside: Maximum term would be 99 years and minimum 75 years on three rotations; The lessor will not be responsible for any fence realignments; 3. 22 of the stumpage arising from both thinnings and clearfellings; A minimum yield per acre on which a percentage of stumpage is due would need to be set to avoid over thinning in favour of grazing; 5. A clause, stating that the produce would be sold to the best advantage of the lessor and the lessee acting as a forest owner, would be required. Also that the lessor would be consulted prior to any sale being finalised; 6. The recording of the annual rental amounts and the accumulated interest will need to be handled carefully; 7. The lestor/wilave the right to request the lessee to replant the forest afar the third rotation with the costs being deducted from the stumpage share due.
