For the :past year or so our competitions have been definitely on the decline owing, we feel, to the very high standard set by our top teams who have been very successful in the Polynesian. Our committee, unbar the very able leadership of our Chairman - Pans Pae beets -rallied around and encouraged Ike respective clubs to compete. lila response cos so great that we had seven clubs compete in the choral - won by Te Woks liaa-Wainuiamta - and nine teams in the khori culture section. 768i ; Mr Da Silva should visit New Zealand, but until these matters Lad been clarified it was considered pointless that such a visit should be made. On 15th March, 1974 a letter was forwarded to Mr Da Silva summarising the position as follows: (a) As Now Zealand in a truely multiracial society, the promoters believed that all New Zealanders wish to encourage cultural exchanjes. (b) The promoters wish to ensure that before Mr Da Silva visited New Zealand all facets comprising the production would have been completely assembled for his assessment. (c) The promoters are not of unlimited financial means and at the date of writing discussions were being held with business concerns in order to establish a possible avenue for funds. (d) All the performers have been selected and recognise that the tour will be on an authentic cultural basis and the product ten must be of the finest class. 2. On 13th tiny 1974 Mr Da Silva confirmed that there is no point in his coming to New Zealand unless extensive preparation and research had been done in order to envisage e program worthy of the ancient Maori culture. No stated that it was not his task, nor in his capacity to prepare a program in the sense that he would interfere with how the artists were technics/1y prepared. He suggested that his role would be that of making a choice of items presented and make suggestions on the presentation and sequence. Me stated that he was absolutely convinced that unless the croup no realised consisted of excellent artists that are et least sem: professional and that extensive research had been made of the Maori cultural heritage there would be very little chance of success fOr a tour in Europe as the mentality in Western Europe these days to &quot;good will&quot; in this aspect does not exist. Ho advised that a great deal of money will have to be spent to Inca paid artists of at least a semi permanent nature, and really needs experts on Magri culture, to be contracted to advise and assist on the cultural aspects of the tour. Another very important point to be considered are the costs of transportation. Me stated that the great distance between New Zealand and Europe makes these costs extremely high and suggested that either the New Zealand Government should be of aid, or altern,tively we would have to work with a charter company. We had originally requested some ladies lion of the financial structure but Mr Da Silva believed it premature at this stage. He stated that Ice has a feeling that it will be romely difficult to make money an such a tour without promotion of our Government. He pointed out the method whereby applications are referred to the committee for consideration concerning Maori Club groups seeking Government support for overseas ventures. He asked that in future, any recommendations made by the committee in respect of such groups., be submitted to the Minister of Maori Affairs Office, the Minister to take the necessary advisory action. The Minister in reply to questions put to him by several members, said it was possible that the Maori Purposes fund Board could go out. of existence altogether, that Maoris do have access to Sports and Recreation funds provided it is defined exactly what the funds are sought for, but for the purpose of staging seminars, the Maori Purposes Fund Board, Queen Elizabeth Arts Council and University Extensions made assistance available. He also confirmed that the Bill concerning the future of the Maori Purposes Fund Board and the committee, would be presented to the House within 9 months and it should be law before the end of the year. To an issue raised by Mr Sharpies concerning the construction of hotCls next to a mares, he advised that any objections should be made under the Country Planning Act and submitted separately. At this stage the Minister left theeting and the Chairman welcomed two other people, Mr Pura Parata the new Waisriki district representative and Dr Bruce Gregory, the . and Taitolcerau representative, invited to the meeting to join in discussions and planning for the 1975 festival. The meeting then considered the official agenda. 2. MINUTES OF PREVIOUS MEETING: The minutes of the meeting held on 18 February 1970, having been circulated were taken as read and confirmed. 3. MATTERS ARISING OUT OF MINUTES: The Chairman asked for a fuller explanation concerning the Aotearoa Maori Group. Mr McEwen explained that the Band 40 Association had not really been at fault concerning their late representations to the committee as they had not been aware of the committee's existence. Rah ihaka said he had felt rather irate at rumours which bad been circulating to the effect that it was his fault that the group had not received Government assistance. Resolved: That in future all official correspondence be dealt with by the Secretary and not the Chairman. Carried unanimously N,Z, BRASS BAND TROPHY: The Chairman officially acknowledged receipt of a letter he had received from the Kew Zealand Brass Band Association offering a trophy to the value of 200 as an award to some aspect of Maori culture at future festivals.

954A lengthy discussion then ensured as to how such an award would be best utilised. Several suggestions were made:- (1) That the trophy be awarded for best instrumentalist; (2) Ls an award for choral, best original compo- sition, but the suggestion that caused the most comment was that the award should go for the best orator. While it was generally agreed that oratory should be introduced at festivals, some members felt strongly that it would appear incongruous that the Band should be the body to promote it. Other members felt however, that the award would stimulate interest in oratory and should be given first consideration. The following motion was then moved by Rev. N. Waaka and seconded by Mr W. Kerekere: 'That the gift from the New Zealand Brass Band be utilised as an award for the best Maori orator'. Mr MeEwen immediately moved an amendment to this motion: 'That the kind offer of the New Zealand Brass band be accepted and the Band be advised that while the Committee would like to use the trophy as an award fox oratory, if the Band prefers, the award will be used as a choral prize.' This amendment subsequent to further discussion became the motion. Speaking to the motion moved by Rev. N. Waaka, Dr Hohepa reiterated his feeling that Oratory was far too important to be promoted by the Band and suggested that the more appropriate bodies to promote this aspect of Maori culture, would be the . and the . On being informed by Mrs Grooby that it was doubtful whether the League would be able to contribute, Dr Hohepa suggested that a formal approach be made to the C. Mr Wehi asked that the committee be given time to think about the matter, before making a decision. The Chairman pointed out, that he had received the letter some months ago and a decision should be made at this meeting. The letter ooncerned an invitation extended by the Papua New Guinea Government to the New Zealand Government, for a Maori Club to participate in their forthcoming festival to be held at Port Moresby in September. 1047Discussion then centred upon tentative dates for the 1975 festival. It was moved by the Rev. K. Ihaka and seconded by the Rev. N. Waaks. 'That the 1975 festival be held in the Taitokerau area from the 6th to 8th February.' Carried host members felt these dates would be acceptable to their people as the 6th February being a Thursday and a National holiday, the only day involved in any question of loss of pay would be the Friday. It was also agreed that the local organising committee invite members of the Maori Affairs Department into their investigations and subsequent planning. 9. TEAM REPRESENTATION AT FESTIVALS: Mr Sharpies said he was perturbed at a ruling of the committee that where five or more teams participated in a district competition, two teams were eligible to compete on the national level. However, if less than five teams participated at regional level, then only one team was entitled to compete on the national level. The particular resolution to which Mr Sharpies referred to is recorded in the minutes of the meeting held on 9 Ma973 (Page 5(b)) which reads:- &quot;That two teams from each district be eligible for entry into the National Competitions provided at least 5 teams compete at the district level elimination competitions. If fewer than 5 teams partidpated at district level than only one team may be entered at National level. It was understand however, that the special provisions arranged for the South Island still stands.&quot; Mr McEwen said he had the feeling this ruling had been suggested by the Minister himself. It would prevent the situation that could arise where only two teams participated in a regional competition and then automatically went forward to the nationals. It was generally accepted however that areas such as Aotea, Ikaroa and Waikato would have difficulty in meeting the requirement or five teams at regional level to make them eligible for the entry of two teams at the nationals. It was moved by Mr Sharpies and seconded by Mr Wehi: 'That the resolution recorded in the minutes of the 9 May 1973 meeting, page 5 (b), be rescinded and that each district, except the South Island, be eligible to enter two teams at National level.' He referred in particular to a comment made by the Chairman along this line at the previous meeting. While most acmbers agreed that it would be a good thing if all teams could participate and broader activities brought into the festival concept, the point was raised by Mr McEwen as to how one could control team participation for there was not enough finance available to make this a workable proposition. ' The general feeling was that while the 1974 festival should be proceeded with along the lines of the previous festivals the concept of future festivals should be reviewed. The Secretary was asked to provide Mr Ross Gregory with an overall report of what was involved in organising the previous two festivals. 11. SOUTH ISLAND FARTT3-21'.2ION: From issues raised by Mr Chia concerning regional zoning, discussion then centred around the South Island Teams and their participation at festivals. Mr Ghia moved., and seconded by Mrs-Groohy, that 'For the thx0 Penes L\_-7E13 2odth7I-Ma: provided 5 or more teams compete in each zone, 2 teams from each zone be eligible to take part in the National festival.' This motion was subsequently lost when it was agreed that numerous difficulties would arise with such a proposition. Firstly there was insufficient funds to cover costs for the participation of 6 South Island Teams, and based on the number of teams which participated at last year's festival, a major problem w,nld be finding adeueate accommodation for both supporters son participants. Generally the coamittee felt that it had been very fair in its consideration concerning the South Island. GENER ISSUES RAISED: 12. NEW MEMBER: The Chairman opened the meeting at 15 with a brief welcome to all present. He extended a special welcome to Mrs Grooby, this being her first attendance at a meeting of the national committee. The Minister of Maori Affairs was present for a short time prior to his departure to a Cabinet meeting at 10 He spoke briefly of the proposals under consideration concerning the proposed reconstruction of the Maori Purposes Fund Board and the setting up of the committee as a statutory body with its own independent legislation and authority. He also referred to the actions of Government in respect of the Aotearoa Maori Group and sought the committee's concurrence to these actions. He explained the confusion that had arisen in the initial stages concerning the representations made by the New Zealand Bras. Band on beLalf of the group. Although the committee had felt it was unable to recommend assistance for the Group, finance had been obtained for them from the Maori Purposes Fund Board and civil list. In addition the New Zealand Brass Band had obtained 30,000 from the Internal Affairs Department, and this was the full amount they had asked for in respect of the entire tour party, that is the Band members as well as the Maori contingent.

1171-2- The Minister then went on to speak of the function of the Committee as the advisory body to Government on Maori Club representation, both overseas and within the country on official occasions. He pointed out the method whereby applications are referred to the committee for consideration concerning Maori Club groups seeking Government support for overseas ventures. He asked that in future, any recommendations made by the committee in respect of such groups, be submitted to the Minister of Maori Affairs Office, the Minister to take the necessary advisory action. The Minister in reply to questions put to him by several members, said it was possible that the Maori Purposes Fund Board could go out of existence altogether, that Maoris do have access to Sports and Recreation funds provided it isdefined exactly what the funds arc sought for, but for the purpose of staging seminars, the Maori Purposes Fund Board, Queen Elizabeth Arts Council and University Extensions made assistance available. He also confirmed that the Bill concerning the future of the Maori Purposes Fund Board and the committee, would be presented to the House within 9 months and it should be law before the end of the year. To an issue raised by Mr Sharples concerning the construction of hotels next to a marae, he advised that any objections should be made under the Country Planning Act and submitted separ,cly. At this stage the Minister left the meeting and the Chairman welcomed two other people, Mr Pura Parata the new Waiariki district representative and Dr Bruce Gregory, the . and Taitokerau representative, invited to the meeting to join in discussions and planning for the 1975 festival. The meeting then considered the official agenda. 2. MINUTES OF PREVIOUS MEETING: The minutes of the meeting held on 18 February 1974, having been circulated were taken as read and confirmed. 3. MATTERS ARISING OUT OF MINUTES: The Chairman asked for a fuller explanation concerning the Aotearoa Maori Group. Mr McEuen explained that the Band Association had not really been at fault concerning their late representations to the committee as they had not been aware of the committee's existence. Re. Ihaka said he had felt rather irate at rumours which had been circulating to the effect that it was his fault that the group had not received Government assistance. Resolved: That in future all official correspondence be dealt with by the Secretary and not the Chairman. Carried unanimously 4. BRASS BAND TROPHY: The Chairman officially acknowledged receipt of a letter he had received from the New Zealand Brass Band Association offering a trophy to the value of 200 as an award to some aspect of Maori culture at future festivals.

1202-3- A lengthy discussion then ensured as to how such an award would be best utilised. Several suggestions were made:- (1) That the trophy awarded for best (2) As an award for choral, best original composition, but the suggestion that caused the most comment was that the award should go for the best orator. While it was generally agreed that oratory should be introduced at festivals, some members felt strongly that it would appear incongruous that the Band should be the body to promote it. Other members felt however, that the award would stimulate interest in oratory and should be given first consideration. The following motion was then moved by Rev. N. Waaka and seconded by Er W. Kerekere: 'That the gift from the New Zealand Brass Band be utilised as an award for the best Maori orator'. Mr McEwen immediately moved an amendment to this motion: 'That the kind offer of the New Zealand Brass band be accepted and the Band be advised that while the Committee would like to use the, trophy as an award for oratory, if the Band prefers, the award will be used as a choral prize.' This amendment subsequent to further discussion became the motion. Speaking to the motion moved by Rev. N. Waaka, Dr Hohepa reiterated his feeling that Oratory was far too important to be promoted by the Band and suggested that the more appropriate bodies to promote this aspect of Maori culture, would be the . and the .L. On being informed by Mrs Grooby that it was doubtful whether the League would be able to contribute, Dr Hohepa suggested that a formal approach be made to the . Mr Wehi asked that the committee be given time to think about the matter, before making a decision. The Chairman pointed out, that he had received the letter some months ago and a decision should be made at this meeting. Mr McEwen then withdrew his motion and the matter was resolved as follows: Moved: 'That the kind offer of the New Zealand Brass Band be accepted and utilised as a choral prize.' Mr McEwen/Er K. Mr McEwen was asked to speak on this and he explained that as a rule no Government assistance was made available to groups unless the Committee approved. The Government departments likely to be involved in these ventures would be the Foreign Affairs, Internal Affairs, Tourist and Publicity and Education. At present the committee was required to recommend to Government, whether or not assistance should bade available for any team, purporting to be representatives of the Government. It was generally agreed that private groups did not come into this category. Resolved: That a formal letter be sent to the Minister of Maori Affairs asking that the Foreign Affairs, Internal Affairs, Tourist and Publicity and Education Departments be advised that the committee be consulted prior to the selection of any Maori group which seeks Government assistance to represent New Zealand either overseas or within the country. tr Sharples/Rev. TUE PAPUA NEW GUINEA GOVERNMENT: Mr McEwen brought to the attention of the meeting, a copy of a letter he had received from the Secretary of Foreign Affairs, addressed to the Prime Minister. The letter concerned an invitation extended by the Papua New Guinea Government to the New Zealand Government, for a Maori Club to participate in their forthcoming festival to be held at Port Moresby in September. It was obvious that the Foreign Affairs Department felt that the New Zealand Government should accept the invitation and support the expenses of sending a party. Foreign Affairs had funds amounting to 6,000 still available under its Vote which they were prepared to contribute towards costs and it was suggested that the Internal Affairs, Recreation and Sport and Maori and Island Affairs Departments be asked to supplement the balance required. 7.

At that particular meeting when this committee had been established, the majority of those present were in favour of Waitangi as the venue. The Committee had begun preliminary investigations into the question of accommodation etc at Waitangi, but progress was curtailed when the committee became involved in planning for the 1974 Waitangi Day Celebrations. 1295-6- Discussion then centred upon tentative dates for the 1975 festival. It was moved by the Rev. K. Ihaka and seconded by the Rev. N. Waaka: 'That the 1975 festival be held in the Taitokerau area from the 6th to 8th February.' Carried Most members felt these dates would be acceptable to their people as the 6th February being a Thursday and a National holiday, the only day involved in any question of loss of pay would be the Friday. It was also agreed that the local organising committee invite members of the Maori Affairs Department into their investigations and subsequent planning. 9.- TEAM REPRESENTATION AT FESTIVALS: Mr Sharpies said he was perturbed at a ruling of the committee that where five or more teats participated in a district competition, two teams were eligible to compete on the national level. However, if less than five teams participated at regional level, then only one team was entitled to compete on the national level. The particular resolution to which Mr Sharpies referred to is recorded in the minutes of the meeting held on 9 May 1973 (Page 5(b)) which reads:- &quot;That two teams from each district be eligible for entry into the National Competitions provided at least 5 teams compete at the district level elimination competitions. If fewer than 5 teams partidpated at district level then only one team may be entered at National level. It was understand however, that the special provisions arranged for the South Island still stands.&quot; Mr McEwen said he had the feeling this ruling had been suggested by the Minister himself. It would prevent the situation that could arise where only two teams participated in a regional competition and then automatically went forward to the nationals. It was generally accepted however that areas such as Aotea, Ikaroa and Waikato would have difficulty in meeting the requirement of five teams at regional level to make them eligible for the entry of two teams at the nationals. It was moved by Mr Sharpies and seconded by Mr Wehi: 'That the resolution recorded in the minutes of the 9 May 1973 meeting, page 5 (b), be rescinded and that each district, except the South Island, be eligible to enter two teams at National level.&quot; Discussions that ensued around this subject and the motion were lengthy, the matter finally being resolved as follows: Resolved: (a) That the previous decision of the committee, recorded in the 9 May meeting minutes which read:

Carried 10. FUTURE FESTIVALS: Mr R. Gregory suggested that the Festival. should take on a much broader concept and the competitions be done away with. He referred in particular to a comment made by the Chairman along this line at the previous meeting. While most members agreed that it would be a good thing if all teams could participate and broader activities brought into the festival concept, the point was raised by Mr McEwen as to how one could control team participation for there was not enough finance available to make this a workable proposition. The general feeling was that while the 1974 festival should be proceeded with along the lines of the previous festivals the concept of future festivals should be reviewed. The Secretary was asked to provide Mr Ross Gregory with an overall report of what was involved in organising the previous two festivals. SOUTH ISLAND PARTICIPATION: From issues raised by Mr Ohia concerning regional zoning, discussion then centred around the South Island Teams and their participation at festivals. Mr Ohia moved, and seconded by Mrs Grooby, that 'For the three zones oT-113/. South7717aF, provided 5 or more teams compete in each zone, 2 teams from each cone be eligible to take part in the National festival.' This motion was subsequently lost when it was agreed that numerous difficulties would arise with such a proposition. Firstly there was insufficient funds to cover costs for the participation of 6 South Island Teams, and based on the number of teams which participated at last year's festival, a major problem would be finding adeuqate accommodation for both supporters and participants. Generally the committee felt that it had been very fair in its consideration concerning the South Island. GENERAL ISSUES RAISED: 12. MARK SHEETS: The Secretary was also asked to send to each member of, the committee samples of the mark sheets used at the 1972 festival. 15. IKASOA PARTICIPATION: 110 It was suggested that the Secretary would write to the District Welfare Officer, Maori and Island Affairs Department, to enquire whether Ikaroa would be holding regional competitions this year. 16. LOSS OF WAGES: Mr Ohia mentioned that a number of teachers from the South Island including himself, lost wages last year to attend the festival. He asked what could be done about this. Mr ScEwen suggested that Sr Ohio should write to the Education Department. Alternatively Mr Ohia could write to the Minister of Maori Affairs letting him know of the people concerned.
