New repository for extensions code. All extensions can go in here, and we can use modules to check out just one extension. Each extension should have a new folder at the top level of this repository.
Initially we have the gs3build extension - we are not currently developing this code, so it has been removed from the main gsdl3 repository. This includes the building code, and also the utils and services used for these collections.
