Message:

A new (abstract) plugin module that lexically scopes useful functions
that let metadata formats such as MARC, BibTeX etc take advantage of
the two phase: metadata_read, read restructuring of plugins. It is
set up as a Plugin as it needs to store fielded information within
the plugin.
