integrate the Mat metadata analysis tool into the main GS3 distribution

Get Eric's metadata tool into GS3 svn. Try to get some consistency into how we add extra functionality/content into GS3

Investigate whether we need the Java tool as well as the HTML output. Make standalone HTML output an option.

Test on a Mac.
