e arg in cookie

Greenstone URL's are hideous, mainly due to e arg. If we store this in a cookie, then url's will be much nicer.

current URL's will no longer be transferable, as lots of state is stored in e, incl. collection name.

Would need to make the explicit args contain all essential args, a, c, d etc. So when you copy a url and give to someone it still works. but with some preferences lost.
