Remote transfer across OS filename encoding issue

Description
Test case: macrons in filename. Win client Linux server. Macrons go missing.
Dr Bainbridge thinks perhaps this is not solvable because Win OS and Ubuntu use different filesystem encodings. (Ubuntu uses UTF-8. Win is unicode but UTF16?)
Work around for now is to ask that filenames use plain ascii.
As it is there's only support for spaces in (GS) filepaths on Windows (and not Unix), not sure if this extends to Gathered docs' filenames in GS' import folder.
