EIDE2EI: The manager submitted the following report:- &quot;Maintenance of the buildings and grounds has been continued. All the remaining gorse in the vicinity of the Treaty House has been sprayed and should present no further serious problem. The lichen on the Treaty House roof has again been sprayed and it ire hoped that this also has been finally overcome. The road from the bridge to past the Treaty House has been tar-sealed. The circle around the Hobson Memorial has been reduced in diameter, following the Board's instructions and the change has given a welcome impression of space, and has at the same time greatly improved the can-parking faciJaties. A stone kerbing has been erected around the grass circle, and further action as regards the low stone wall has been deferred until the Hoard inspection in February. If it is decided not to proceed with this wall, the circle will be dug up, relevelled and sown in good lawn next autumn. The native trees planted last winter are doing very well and the mortality has been much less than was expected. Rabbits have been a little more in evidence but With traps and rifle are being kept in check. It may be of interest to record here the native birds which I have noted within the Reserve. They are the North Island kiwi, pied fantail, white-eye, fern bird, bittern, banded rail, grey warbler, king-fisher, tui and shining cuckoo. A minute of the Board Meeting held on bth April 1947 reads as follows:- &quot;That the Viscountess Bledisloe be thanked for the donation of 00 (sterling) for furnishings for the Treaty House, including an oil painting of Hobson, New Zealand's first Governor&quot;. It is certain, I imagine, that James Busby and his wife must have used it ac a scat on their way to and from the beach below, and in fact it is traditionally known within the Busby family as &quot;Granny's Chair&quot;. 272-3- It is reasonable to suppose that these are the cordylines still in existence by the whale-boat shelter where there. are also the remains of very old fig trees, and this tends to be borne out by an old plan prepared for Busby on which is marked &quot;Garden&quot; on this area. (3) It is also claimed by members of the Busby family that James Busby had a garden by the creek in the gully plantation and that remnants cf this are the two large and obviously very old camellia trees which still flower profusely each winter and the clump of large and (for Hew Zealand) rather rare bamboo. These matters are mentioned here both for the purpose of record and so that the Board might decide whether any more permanent marking is desirable. The entrance to the Reserve is marred to some extent by the cattle-stop and gate which were previously necessary to prevent the entry of horses and cows from across tie river, but whose usefulness has now largely disappeared. The cattle-stop is also potentially dangerous to pedestrians who will persist in using it, and it causes pot-holing in the road on either side. I have purposely left the gate open for the last six months to check on the stock risk, but there has been none. The Committee of the Waitangi Golf Club has discussed the proposed alteration and raise no objection. It is proposed that the cattle stop and gate be removed, and that the road be reformed and sealed so that it will fan out to the Treaty House road and also to the Golf Club road. The Board is asked whether, after an inspection, it will approve the change.&quot; Resolved that the report be received. Moved by Mr. Bell Seconded by Mr. Henare. 9. This canoe, named after the famed vessel in which Kupe-theNavigator discovered Aotea-roa (New Zealand), is believed to be the biggest war-canoe ever built. Capable of carrying 150 warriors, including 80 paddlers, it is 117ft. 2 inches long with a maximu beam of Eft. 81 inches. Heavily laden, it proved perfectly balanced and steady on the open sea during; its journey from Kerikeri Inlet to ilaitangi. There it represented the six North Auckland Tribes - Ngapuhi, Aupouri, Te Rarawa, Ngatikahu, Ngatiwhatua and Ngatiwal - at the Centenary Celebrations on February 6th to 8th 1640. In full Maori costume its crew paddled out with rousing war-songs to greet the Maori Battalion, Maori Members of Parliament and leading Chiefs, and his Excellency the Governor-General, Lord Galway. The past lived again.

365-5- The three inter-laced sections of the hull came from two giant kauri trees in the Puketi Forest. Roughly shaped and hollowed out in the depths of the Serest, it was hauled by bullock teams and timber trucks to Keril,eri Inlet and there finished. Carved top-sides and stern-post anow-piece were added. The whole task took two years of ccnstant effort. At last, with ancient ritual and ceremony the canoe eras named and launched - a supreme example of Maori naval art. The inspiration for its building eerie from Princess Te Puea of Waikato. She provided the experts who designed the Canoe, Then Northern tribesmen felled the trees, shaped the hull and hauled it to Kerikeri. There Waikato craftsmen and carvers helped them to finish the giant vessel. Nc Maori received payment. All work was voluntary. The Canoe belongs to the six Northern tribes, but is in the care of the Waitangi National Trust. Moved by Mr. Henere. Seconded by Mr. Reed. 22. Architects to the Board died suddenly in Auckland at the end of A letter of sympathy was sent on behalf of the Doerd to Mrs Page. The late hr Page, together with Hr ummer of Auckland were appointed by the Board at its first meeting on 16th December, 1932 to be the Architectural Committee. The late Mr Page was very interested in 'Isitengi realising it is an irrcplacable treasure of New Zeeland and the work he did for the Board gave him much pleasure. A considerable number of drawings and other useful date were handed over to the Board by lie Page. Case 4. Statement of Accounts will ,e supplied when Audit finished. Case 5. Annual Report of Manager attached. Case 6.' TRUSTEES, Bark Accounts. The present trustees of two of the Bank Accounts are Messrs. Seeker and Hall of the Lands a Survey Department. Mr Seeker is retiring on Superannuation and it is desired to appoint Mr H. Pledger in his place. Mr Pledger is Chief Accountant of the Department of Lands end Survey and is responsible for all the accounting matters of the Board. Yr Hall is Assistant Chief Accountant. The other accounts are operated by the Manager, Or Lindsey. The formal notification to the Banks concerned require signature. Case 7. Grant for Working Clothes. Mr R. Dodsworth. Mr Dodsworth is a pensioner who is paid 30/? a week end has free use of his cottage. Any increase in his pay would reflect on his pension. In order to assist him to some extent the Board on 6th February, 1952 authorised a grant of 0 for working clothes. After the meeting on 5th February, 1953 members agreed to mske a further grant of 210 for this year. Confirmation required. Case 8. Gifts. The late Mr William 7rnest Bedggood in his still left to the Trust his collection of books on New Zealand History. 31 volumes have been added to the library. Some of the books of which copies were in the library were retained by the Estete. Case 9. Golf Club Accounts. The Golf Club Accounts have now been submitted in the correct form. The revenue accounts show the following position for the years shown. Year ending 1 Net Revenue1C177. 0. 2 &quot; deficit 3 a 348. 4. O. The number of paying visitors during the year again showed an increase, the total being 17,794 and the income from this source 334. RENTAL COTTAGES. The income from these was 08. GENERAL MAINTENANCE of buildings end grounds has been&quot;carried out. A very good strike of grass was obtained on the forming area which looks particularly well,. Thies work has also opened up some very fine views of the upper harbour and the Waitangi River, ROADS. The roads generally have continued to detcrioriate, and at the end cf May a 'road closed' notice was placed on the road to Mt. Bledisloe, in order to protect the Board. The work was carried out by the staff et a cost 50 lower than the lowest tender and 50 lower than the highest. `,1ORKSHOP. We have built on to the end of the garages an excellent workshop, 12' x 24', two army huts received from Kinistry of Works being utilised in the building. WORK IN PROGRESS. At the time of writing the following work is in hand, nrd it is hoped that some rill be completed one the rewainder well on the way to completion by the time of the Board's meeting:- The Treaty Grounds will be top-dressed with soil and sown where necessary in order to level extensive sunken portions. The entrance path is being widened, particularly in view of the Royal Visit, and the vegetable garden replaced by s lawn extending to a border of flowers, the thole to be backed by flowering shrubs. It is proposed that later a small stone lily pond be placed in the lawn and perhaps a sun-dial. The waste area to the west of the Whore Runsngn will be levelled end mown. The rental cottages are being repainted and the living rooms lined with wall-board. The Canoe and the exterior carvings on the Canoe House snd Whore Runongs are being repainted. The whole of the interior of the Residency is being renovated and the curtains in the public rooms renewed. The shingle roof is being treated for lichen. The building of conveniences outside the Treaty Grounds is in hand and 3t the some time the opportunity will be token to utilise one septic tank for the Residency end the conveniences. CORONATION TREE. Or, the day of the Coronation a pohutukown tree was planZed. The Board is asked whether it wishes to recognise this officially, and if so to authorise the making of a plaque. It would be noted that the further planting of trees, evergreens in particular, will, as the trees grow, lead to a sense of overcrowding, and will also have a detrimental effect on the grass lawn. ROYAL VISIT. At the time of writing no details are known. No doubt plans vdll be well advanced by the time of the Boned meeting and will be discussed there. Considerable work will be involved and early decisions are desired. Among the questions to be decided are the catering for the Royal Party and for the large official party, the setting aside end the furnishing of a retiring room for the Queen and one for the men of the Royal Party, the provision of parking space and the building of temporary conveniences for the general public. These are the main problems but many more will come to light. The Coranittee would work within the framework of the general plan suggested in its minutes of 5 February 1953. WAITANGI BOOKLET: On the motion of Mrs. Buchman, seconded by Miss Lloyd it was resolved that in view of Mr. Reed's services to Waitangi the Committee agrees to postpone the issue of the new booklet, on Mr. Reed's request, until after the queen's proposed visit to Waitangi. On the motion of Dr. Archey, seconded by Miss Lloyd, the new book- let wos approved. A picture of the Residency is t o be on the front cover and of the flagstaff on the bock. 9541. 5/3 Government Architect: REi3ORT RE WAITANGI NATIONAL RESERVE. The following is based on my inspection of the reserve on the 1st to the 3rd November, 191i9, and on the information and advioe re,ived from Ur. Vernon Reed, Mr. Mchattie and Mr. Wilson, P. Supervisoharge of the work at Waitangi. General principles of future planning for the reserve. All future buildings should be sited in each a way that they will not complicate the simple and dignified arrangement of the Treaty ground?. These consist essentially of the classic style residence, flanked on the South by a very tall Pohutukawa and facing a big, pearl,; flat lawn which extends to the cliff at the Coast,. In the middle of this lawn stands the tall flagstaff on which the Union Jock is hoisted every morning. Between this important point and the residence the lawn is bisected by a deep and wide ditch, called a Naha. This is practically end aesthetically a very disturbin, feature without any historical significance and I propose to fill and grass it. The earth can easily be obtained from the road ,idening, required for parking space (see under 7.) At present the haha has to be partly bridged on occasion of Meetings and Ceremonies and forces a very roundabout way for vieltore to the flagstaff with its memorial tablet. Towards the South such limitation and framing of the lawn and -Vise is lacking. They would be desirable for two reasons:? (a) The view is not entirely satisfactory, partly due to the way in ,hich the road construction to Paihia has disturbed the hillside. (b) The adjoining area is partly used for utilitarian purposes and should be thus used increasingly (see under 6 and 7). I would therefore propose to plant a hedge of a fast growing native shrub as shown on plan and in its shelter native trees. This would also be the place where in future illustrious visitors could plant native trees. There is no suitable spot alongside those ,lanted on former ocoaclions. 22 Kiosk and Public Kntrance to Treeitrino,iiiand groundi. A suitable Kiosk site was located as shown on the plan amidat oung plantation Gli htly elevated ground not far from the road loop. The baildin for six tables as requested should be sited so, that it could be extended towards the North if an extension should prove warranted. At its fixed Southern end the new egtrate for the public should be arranged, where the eetTande fee, at, present 1/6d. would be collected. A footpath through the existing pine plan'atian would lead to this point. The Kiosk could thus be used by visitors from outside as Well as by those who have paid an entrance fee. This would be of value for golfers and users of the , Motor Camp and greatly assist the economic management of the Kiosk. r The Staff of the Kiosk could also handle the entrance gate and fee collection.

985- 2 - This entrance will bring the visitor to a much more favourable point in the area than the existing one. He would receive as a first impression a fine dianal view, limited on the right by the residence, on the left by the Mori buildings with the tall trees and would see in front the lawn with the flagstaff end Bay with the hills behind. s would also be the view from the Kiosk. The site would easily allow of the additicn of a staff dwelling, should this be wanted at a latter date. The view should be improved by the plantation of 2-3 groups of poplars to break up the long red corrugated iron roofline of the Mri Meeting house. The 'ubtrusive position of the Kiosk would make it possible to build it in modern style without causing any discord. 4 Motor Crmn: A suitable almost flat site for a camp of about 100 cars with 24' x 24' space for each car as required by By-Law. is available on the shore to the Eat of the road bridge along the existing access road. Mr. Reed expressed his aversion towards the use of tents because of the usual noise etc., and would favour huts or still better a motel on American pattern. Development in that direction from a less expensive beginning should be considered. Early planting is essential to prevent this Camp from disfiguring the landscape. Mr. Wilson, D. local Overseer, stated that these would be no difficulty in respect of water-supply or sewage disposal. 5. MLIEILAIteodant', House: A suitable section has been located on the slope above the Waitangi river near Cue school. This position is sunny pith a tine view and can easily be served by water and drainage. Access can readily be obtained by extending the existing drive to the school. The existing plan for the building would not suit this site and should be revised. There would also be no need to use imitation Maori details for the building. 6. Secretary-Manager's House.; L The site for this house could be alongside two existing staff I houses on the area mentioned under (2) as to be separated from the ili central area bew plantation. The -,osition is sheltered by existing trees from the West, has ample sunshine and a splendid view. There is also enough land for gardening. Access could be procured from both sides, with a foot- path from the entrance to the residence, possibly with a drive from the existing cottages. There would be sites available for one or two more staff houses\_ if needed. 7. Parkins: Ample parking space can easily bo obtained by widening the accese,\_. road especially near the main entrance (see plan). Part of the spoil.:. which would result could be used to fill the haha (see under 2.) 8. Hotel: Mr. Reed proposed a good site on the ridge as indioated on the plan. Scouts' Crimp and PonY Club: Adjoining sites for these are available on the low lying land to the North of the proposed hotel bathing beach. The Museum; a site was formerly chosen adjoining the ori Hall and foundation ditches are still. existing. The site seems suitable to me. Should additional buildings in connection with the kaoris be wanted in the future, another canoe shed or a Chapel, they would be best sited adjoining the existing ones in the Shelter of the big trees. 11. Golf Pavilicn: This building is planned on the ridge between the selected hotel site and the Treaty grounds. Native trees which were growing in this area were out dbwn by the American troops during the War. a gradual development of now native tree plantation should be embarked upon by planting young native trees in patches distributed at favourable points. When grown to sufficient size, the seeds of these trees would possible spread the growth over the whole area. With moderate cost an artificial fresh water lake could bo created by a small dam, cutting off a considerable mangrove swamp. This would help to make a bird scantuary out of the slowly developing native plantation.
