1604	SUMMARY The Pirongia Forest Park, which contains nearly all of the forested slopes leading to the summit of Mt Pirongia, covers nearly 32 000 acres making it one of the smallest of New Zealand's forest parks. However, as it is close to the major population centre of Hamilton it is expected that its recreational value will be greater than its small area would suggest. The advisory committee held its first meeting during the year and followed this up with a field inspection of parts of the eastern boundary of the park. A start has been made on tracking but little progress was achieved in improving access to the park boundary despite numerous discussions with neighbouring farmers. Private hunters continue to trap large numbers of opossums. The notice declaring Pirongia State Forest a forest park was published in the Gazette of 10 May 1971. The forest park working plan has been approved by the Minister of Forests after having been made available for scrutiny by the general public. POLICY WORKING PUN The working plan which was approved by the Minister of Forests on 24 May 1972 was the first to be put up for public scrutiny as provided for in Suction 63c, paragraphs 2(b),(c) and 3 of the Forests Act 1949. Two representations were received both concerning the possible location of the park headquarters at the junction of the Zawhitiwhiti and Raniwhnntwha Streams. Replies wen: sent advising that it had always been the intention of the Forest Service to seek the views of the advisory committee before a decision was made on siting. The Pirongia Mountain Scenic Reserve of 2 850 acres and Crown land allotment 293, Pirongia Parish of 45 acres were added to the park during the year. The total area of the park is now 31 923 acres and 3 roods. 3

1636	4 To ensure that their bush is protected and available for public enjoyment in perpetuity Mrs Watt, Mr Firth and Messrs and Arthur gifted approximately 734 acres to the park. This generous gesture is very much appreciated and its publication in the Gazette will follow fencing and survey. Negotiations to purchase or change ownership of a further 1 155 acres of bush covered country adjoining the park are underway. PLAIMING POLICY Pirongia Forest Park encloses nearly all of the bush covered slopes leading up to Mt Pirongia and The Cone which are focal points of public usage. Adequate access to these peaks is available along Corcorana Road but if the major part of the park to the north is to be used provision of access to the north of the park is a prerequisite to the development of this area. To date all efforts to obtain vehicle access, particularly along the Kaniwhaniwha Stream, have been thwarted. Unfortunately, the local farmer is unwilling to negotiate a reasonable legal access route. It would appear therefore that the only alternative is to mark walking tracks along the unformed legal roads to permit the general public access to same of the more attractive areas, in particular to the confluence of the Kaniwhaniwha and Tawhitiwhiti Streams. A tracking plan is shown in the working plan. The basis of this plan is to provide round trips to the summit of the main peaks, to other points of interest and to open up areas of the park to the north and south of the peaks. Section 57(f) of the Forests Act 1949 allows public entry, without need for a permit, into forest parks but Sections 55 and 57(a) require that anyone wishing to remove forest produce, hunt or shoot in a park must obtain a permit. The legislation is designed to permit public access to parks with the minimum of restrictions. However, where there are compelling reasons to limit or exclude public usage it is possible under Part II Sections 11 to15 of the State Forest Park Regulations 1969 to restrict acceso to part or all of the park. Therefore, although public usage is to bo encouraged with the minimum of restrictions it is necessary to limit usage in some areas to prevent damage to the values it is planned to preserve. Currently; usage of two areas is restricted; the Hikikiwi catchment which supplies domestic water to To Awamutu Borough and the Oparau biological reserve of 1 750 acres.

1668	RECREATION TRACKS Some 12 miles of tracks have been marked or opened up by two members of the conservancy environmental forestry unit working over a 13 week period and by pupils from Te Awamutu College. Tracks marked or opened up were - 1. Wilsons Clearing to The Cone via Forest Service hut 2. Forest Service hut to the main fork of the Otungaoko Stream 3. Pirongia West Road towards the ridge joining The Cone and Mt Pirongia 4. Corcorans Road to Mt Pirongia PARK SIGNS These will be manufactured to the same pattern and standards as for the Coromandel Forest Park and will consist of redwood-stained board and routed lettering picked out in white paint. A sign to these specifications has been erected near the park boundary alongside Corcorans Road. PROTECTION FORESTRY' OPARAU BIOLOGICAL RESERVE A biological reserve has been set aside covering that part of the catchment of the Oparau River within the park. Its purpose is to reserve a representative portion of the indigenous forest on the Pirongia residual volcanic cone consisting of scattered podocarp-mixed hardwood forest on the lower slopes and low forest on the ridges above 2 000 ft culminating in the exceptional occurrence of kaikawaka on the highest points near the summit of Pirongia mountain. NOXIOUS ANIMAL CONTROL Private hunters shot 33 goats, 5 pigs and killed 15 113 opossums. The environmental forestry unit whilst on track cutting killed 277 goats and 1 pig. PRODUCTION FORESTRY As prescribed in the working plan no timber was removed from the park. 5

1700	6 ENGINEERING Inspections were carried out of roadline proposals along the Kaniwhaniwha Stream and fora link between Waitea Road and Corcorans Road, the latter at the request of the advisory committee. Estimated costs are 130,000 and up to 70,000 respectively. Such expenditure could not be warranted at this stage. No capital improvements were established. GENERAL ADMINISTRATION STAFF The park is administered by the district ranger at Te Kuiti who is assisted in track marking and noxious snim,1 control by the conservancy environmental forestry unit. The district ranger has no staff available to him for full time work in the park nor is it considered that such an appointment is yet noceesary. Steps are being taken however, to have a ranger appointed to carry out environmental duties over the Te Kuiti ranger district but with particular emphasis on Pirongia. VISITORS No record of visitor activity is available but it is known that most visitors climb either to Bald Spur or on to Mt Pirongia. The Waikato Tramping Club makes a feature of open day climbs to the summit of ft Pirongia and these are well attended. The opening up of an extended track system should encourage wider usage of the park. FOREST PARK ADVISORY COMMITTEE The inaugural meeting was hold at Pirongia on 18 September 1972 and a field trip to inspect possible picnic sites and headquarters areas was held on 8 November. Sites inspected were a grassed area near the Kaniwhaniwha Stream. 2. a grassed area gifted by Mrs Watt above Mr D. Redfern'e farm 3. at the end of Corcorans Road 4. at the end of Waites Road 5. at the end of Greys Road There is legal but unformed access to all these sites except that the legal access to the Kaniwhaniwha site is impractical for reading purposes. 2093	1. SUMMARY Development of the forest park marked time during the year pending the appointment of a ranger to implement planning proposals. The park does not lend itself to intensive development, nor would this be desirable in view of the very limited wilderness areas available near Hamilton. However, facilities around the edge and improved access are required, and these should be provided as soon as staff is available. The provisions of the working plan were adhered to, and a review of the prescriptions is to be carried out next year. The advisory committee held one meeting during the year, and continues to show great interest in the park. Some 283 hectares of indigenous bush are being added to the park, which at present covers 12, 919 hectares, the same as the previous year. WORKING PLAN "" The working plan, which expires in 1979, continues to guide the development of the park, and is used as a basis for advisory committee meetings. A review of the plan was prescribed by 31 March 1974, but such a revision is not to be carried out until the advisory committee is in a position to make recommendations to the Minister of Forests. This is expected to be within the next twelve months. No felling of live or dead trees was permitted in accordance with working plan prescriptions, nor were any fires recorded. ADDITIONS TO PARK Indigenous bush on part section 3 and part section 10, Block IV, Kawhia North Survey District and totalling approximately 283 hectares near the end of Oparau Block Road is in the process of being added to the park. Grassed areas within these sections are being disposed of to neighbouring farmers in exchange for some freehold bush. The areas of bush gifted to the park on its eastern boundary have been surveyed, but fencing of 2286 metres of the boundary awaits the availability of contractors. The possible addition of Te Hutewai Forest to the park has been held up pending a decision as to whether or not it should be included in the coastal reserve system. The park committee strongly favours its inclusion in the park.

PLANNING As a guide for the advisory committee an outline development plan has been drawn up looking at the recreational development of the park from the viewpoint of the four main park users - the tramper, the general public, the hunter and the specialist. 1. The tramper: He requires the minimum of development, even marked tracks are not essential to the experienced. However, to cater for the less experienced, well defined tracks with the minimum of clearing should be marked in the more remote areas. He will require accommodation, and by virtue of its central location the present Forest Service hut should be upgraded and expanded to cater for up to 20 people. Initial development might be less ambitious, providing bunks for say 10 people, an extra room being added when demand becomes apparent. He will require a good topographical map containing track and hut information. 2. The General Public: They are not expected to penetrate as far into the park as the tramper, but require a high standard of tracking. They will want to get as near to the park as possible in their cars, but will tend only to use facilities near to the park boundary. As most will come from the north-east, development of facilities should initially be restricted to this area. Tracks to Mt. Pirongia and The Cone from Corcoran's Road and from the Kaniwhaniwha Stream should be of a high standard. Because of its attractions it is expected that the public will make use of the grassy area near the Kaniwhaniwha/ Tawhitiwhiti confluence. There should preferably be vehicle access to this point, but if this cannot be arranged at reasonable cost a walking track should be marked from the Limeworks Loop Road along a line acceptable to the landowner and the Forest Service. Picnic facilities should be provided, a nature walk suitable for ordinary shoes marked (along which trees and shrub species are named), a short round trip walk to Wilson's Clearing cut, and an information board erected. Subsequently, a picnic site should be developed on the land gifted by Mrs Watt above Mr Redfern's property, but this must await the marking of a reasonable access track possibly from Corcoran's Road. Campers generally wish to erect their tents where they can get their vehicles, particularly family groups. No camping facilities are required for

2157	3. the tramper or hunter who will make camp anywhere within the park. This leaves only the youth groups or the occasional family group willing to carry in their tents from the nearest road. Corcoran's Road is not a very attractive site for camping. It lacks suitable water, and unless land is bought, there is no open area. Open areas within the park occur on Mrs Watts gift area, at the Kaniwhaniwha, and, subject to a check on boundary location, at the end of Te Tahi Road and at the end of the Otungaoka Stream. All of these areas could be developed into camping grounds by the provision of extra fireplaces, and of extra toilets should a demand for camping be shown to exist. Because the Mt. Pirongia-The Cone track will receive heavy use by the experienced and inexperienced and because the weather around these peaks can change rapidly, a shelter hut should be erected to provide minimum accommodation facilities. It should be in a prominent location near a point where a helicopter pad can be cleared. A direction indicator should be erected either at Mt. Pirongia or The Cone. A pamphlet should be produced outlining the facilities available, the tracks and contain a fairly simple map. 3. The Hunter: It is considered no special developments are required by this type of user except to be kept informed of the noxious animal population. 4. The Specialist: He will require a park handbook containing detailed information on the botany, ecology, fauna and geology of the park. He may also require the setting aside of areas to protect the values they contain. Such an area has already been set aside as the Oparau Biological Reserve. TRACKS No tracking was carried out during the year because of the lack of staff and workmen, the track system remaining as that shown on the back cover of this report. The youth officer of the N. Z. Red Cross Society (Inc. ) has offered to organise parties of students to open up and mark tracks, and this generous offer will be taken up when the park ranger is appointed.

2189	4. PARK SIGNS These are now being produced to the same standards and specifications as for the Coromandel Forest Park. Some 30 signs are now being produced to indicate tracks, points of interest, and to provide information. NOXIOUS ANIMAL CONTROL Private hunters killed 9 pigs, 154 goats, and 10,035 opossums during the year. The highest opossum kills in northern King Country State forests over the years have been made in Pirongia, although there has been a drop this year attributed to the best operators working only for short periods. The conservancy environmental unit did not operate in Pirongia during the year as higher priority was accorded to their work in the Kaimai Range. ENGINEERING The Raglan County Council has been approached to extend Corcoran's Road to the park boundary where we can provide the facilities necessary to look after the large numbers of people using this entrance to the park. Negotiations are continuing with Mr F. G. Clark in order to secure a suitable roadline up the north side of the Kaniwhaniwha Stream to the park boundary. STAFF The park has continued to be administered by the district ranger: Te Kuiti, who has no other staff available to him to carry out work in the park. Approval has now been obtained for the appointment of a park ranger and it is expected he will take up his duties early next year. Until a ranger is appointed on a full time basis it is not possible to achieve much development or provide the facilities required by the public and neighbouring landowners. The park headquarters is to be situated in Pirongia on a site between the library and the local garage. The headquarters will consist of the ranger's house, an office, store and garage, with one bay of the latter being capable of being used as a lecture room. VISITORS Up to 500 people a month, including bus loads of students, climb up to Bald Spur from the end of Corcoran's Road. Some trampers follow the Kaniwhaniwha Stream with the permission of the landowner, and a few approach the park from Pirongia West Road.

2221	5. FOREST PARK ADVISORY COMMITTEE Mr G. H. Forbes, representing the coastal Maori communities, was re-appointed to the committee for five years following the expiration of his initial one year appointment. Mr C. F. Barrett, representing Otorohanga and Raglan Counties, resigned from the Otorohanga County Council during the year, and as a result retired from the committee. Mr D. A. M. Anderson of the Otorohanga County Council, who farms land adjacent to Te Kauri Park Scenic Reserve, and donated several hundred acres of bush covered land to the Junior Naturalists Club, replaced Mr Barrett. The committee held one meeting in Te Awamutu on 3 July. PUBLICITY All forest parks in New Zealand are to have handbooks. Recreation guides, which consist primarily of a large coloured map, are also to be prepared. Work on the handbook is now under way, and it is expected that it could be printed late in 1975. The advisory committee is giving considerable assistance to this project, and Miss Muriel Francis is acting as editor. A coloured leaflet of Pirongia will be issued later this year.
