Blat is for sending mail with attachments from a Windows machine and supports doing so from the cmdline / batch script.

Blat is obtained from http://www.blat.net/
Zip files containing Blat version 311 for both 32 and 64 bit versions are present in the bin folder. 
Extract them here first to start using them with task.pl, make sure to call the extracted folder "blat" not blat311 or anything else.
