Message:

We now install empty placeholder files for all those files in the etc
directory that need to be globally writable (for the webserver to write
to). This allows us to no longer make the entire etc directory globally
writable and also allows the user who installs Greenstone to retain
ownership of these files (which is handy when it comes time to remove
Greenstone from your system).
