Committing the precompiled https/ssl enabled Windows wget.exe from ​https://trac.greenstone.org/browser/main/trunk/binaries/windows/bin/wget.exe that was downloaded from online 3 years ago to put into the release-kits so that Windows releases can use this wget to replace get tasks on the new HTTPS://www.greenstone.org with ant exec tasks that use wget.
