Testing. Dr Bainbridge and Kathy suggested to moving to the previously commented out checkout.gnomelib.ext=true being active by default. In order to test the changes to the release-kits to accomodate this change (so it doesn't interfere with release-kits turning on use.gnomelib.ext=true), I need to commit this change.
