First stab at a plugin for reading CDS/ISIS databases. This plugin uses IsisGdl code from UNESCO (to be added into the packages directory) for reading the binary database files and writing a textual version suitable for processing by the Perl code.
This has only been tested on the one example CDS/ISIS database we were given, so expect a few bugs.
