Manually quit Local Library

Description
Exceptions trying to talk to Local Library when it has been manually quit. Also, if change formats and preview over and over again, sometimes the library craps out, and you can't refresh the page. => If we try and connect to it and it fails, then should we just restart it again??
LocalLibraryServer.isRunning() now checks that it is actually running, and preview will make sure it is running before trying to load the page. [kjdon 26/09/05]
