When downloading has finished, its download's panel disappears

Description
The download's panel is supposed to stay open until the user clicks the close button. This was the behaviour in 2.80 but some of the code changes I made has introduced this wrong behaviour as a side-effect.

Fixed in gli code, DownloadScrollPane.java (revision number 18221).
