Description
When creating a release, we need to add a copy of GLI's dictionary.properties as dictionary_en.properties. Otherwise, users who install in a non-English locale can never switch to English.

This has been done in Greenstone2, just need to repeat for Greenstone3. Just a one-liner in installer build.xml.
