Description
Enhance the OAIPlugin to work with qualified DC metadata.
What does this mean? There is currently no standard schema for qualified dublin core, so how do we know what we are getting?
There are schemas for rfc1807, oai_marc and marc21, so would it be better to support them instead??

metadata_set option - imports all metadata into the specified set. if set to auto, then uses the namespaces used in the oai file.

I think this is better phrased as, let the OAIplugin support whatever metadata set the records come in, not just DC.
