Rightclick to set filename encoding

Description
In the gather pane, can rightclick on selected files and set filename encoding (where the user knows this). The plugins processing these will check whether the filename_encoding metadata is already set and if so, will not try to guess at it. Otherwise the default behaviour will apply.

Requirements changed. Can now set gs.filenameEncoding metadata instead.
