make sure admin tool works

Description

I tried running the admin tool from a 3.04 candidate release. it runs fine, but I get undisclosed errors when trying to install the metadata quality tool.

We should tidy this tool up and advertise it for the 3.05 release.

  • log pane - make all the log files valid and include the greenstone ones in web.
  • extensions - add gate? make sure metadata tool works. maybe it just needs a bit more instruction?
