command line collections not gli compatible

It would be nice if collections that were created on the command line could be opened in GLI. I think this is just a matter of metadata folder not being there, and maybe the .col file.

Either: add these to modelcol, or have gli make them if not there.

I have tried adding a metadata directory (with dublin and ex sets) into modelcol - a new collection gets this metadata but it doesn't show up in GLI - the way sets are loaded I guess is wrong. metadata pane in enrich is blank, and manage metadat sets list is empty. But if close and open the collection, its fine. So if want to add metadata dir to modelcol, then need to modify GLI.

I have fixed this. can open non-gli colls in gli, and .col file and metadata folder will be created.
