Local library lock file problems

Can't delete the index directory, and therefore can't install the new collection. Conditions for this seem to be: starting gli from Start Menu (i.e. not from a command prompt, or double clicking gli.bat in the gli folder); the collection has a collection icon; the collection has been previewed; there is a file browser open to the collection's directory. Actually, I don't think having a collection icon is necessary.
