Make Greenstone use collectionmeta

Description
Make Greenstone use collectionmeta from the config file so don't need to rebuild [kjdon 24/5/2005]
Modified the ColInfoResponse_t collectionmeta field - it now stores all values mapped by language. Any collectionmeta that start with a '.' are added to the collection_macro group, which takes precedence over macros from the gdbm database.
