Greenstone3 src release doesn't work

Description
The src release should have a top level folder inside the tar file.
There is no prepare target and the install target doesn't work.
Investigate!

Things have moved on. Using new release kit.

The build file is screwed up. A few fixes gets it mostly working. For some reason, none of the executable files have execute permission.
Is the old ant stuff used to create a release (in dist-resources) still used? If not, just make sure new release creation works. Otherwise, we need to look at this.
