Description
Does this work? If the biblio file is modified, then it should be reprocessed, but do all the old records get deleted then readded? - OID will probably change for the file and therefore the records if using HASAHxxx.1, HASHxxx.2 etc.
If it doesn't work, can we make it work, or do we need to state that incremental build not for bibliographic files.
