global block tidy up.

Description
now that we have a global block pass, some plugins that currently use block expressions can be changed to work out blocking based on their files.
Check order of 'smart' blocking vs block exp vs no blocking.

Have done the second bit. now just need to move blocking from block exps into store_block_files for those plugins which it is appropriate.
