gs2 configuration files and svn

Description
The greenstone config files (gsdlsite.cfg, main.cfg, others??) are under svn control but usually are modified locally. This is annoying when checking for diffs and committing code.
SHould we have .in files for these like we do in greenstone 3??

Have made gsdlsite.cfg use a .in file. But not main.cfg and oai.cfg. Gets a bit confusing with .in files as your greenstone doesn't work straight away.
Leave as is for now.
