levels error in spanish gli

Found by Diego:

If you run GLI 2.81 in spanish, and then create a new collection, when you select index levels document and section, GLI writes the following 3 lines in collect.cfg:

levels sección document

collectionmeta .section [l=en] "section"

collectionmeta .sección [l=en] "sección "

It should only write 2 lines like:

levels section document

collectionmeta .section [l=en] "section"

only with english section and document words.

This is a greenstone 2 problem, but we should check for gs3 as well.

Run GLI in spanish and check config file for 2&3. May be other places too where its going wrong.
