incremental metadata

Description
If you have built a collection with no metadata, then try to do an incremental build after adding metadata, it doesn't connect the metadata xml file with the document. If a complete build was done first when there was some metadata, then the metadata file is associated with the document, and changes DO get picked up.

This has been fixed. Adding a new metadata file triggers all docs in that folder to be reindexed.
