To ask Katherine: Unknown plugin's unknown_file entry in doc.xml

I tried using a wmv with a French filename and set up UnknownPlugin to process this. I noticed that the original filename or similar appeared in the doc.xml as value for the unknown_file element. Is this the desired behaviour? Or can the value for unknown_element be url encoded/base64 encoded? Is there a specific purpose for the unknown_file element which requires its value to be the original filename. May this not prove to be the old problem again, since the original filename need not be utf8 while the doc.xml has to be entirely utf8?
